Dennis M. McGrann, a thirty year Washington insider, is Director of the Federal Relations Policy Group and manages the firm's Washington DC office. During more than a decade on Capitol Hill and working for the United States House of Representatives, Mr. McGrann was repeatedly recognized as one of the most influential Congressional staff members by the national publication, The Almanac of the Unelected. He provides firm clients the benefit of an extensive network of personal associations developed through his work in the U.S. Congress and cabinet level executive departments. His experience offers unique and valuable expertise in the complex area of federal budget and appropriations processes, as well as critical insight into the federal transportation, aviation, health, and energy policy arenas.
On Capitol Hill, Mr. McGrann served in a number of key Congressional policy positions including Chief of Staff to the ranking member of the Committee on Energy and Commerce Subcommittee on Health and Environment. Through his participation in countless hours of Congressional hearings, markups, and conference committees, he has developed close relationships and strong professional bonds with a number of key Administration and Congressional policy makers. He also served in a high-level appointed position as part of a Presidential transition team for the U.S. Department of Energy and interacted with top regulatory and legislative affairs personnel on a daily basis.
During his thirty years in Washington, Mr. McGrann has been directly engaged in many major federal regulatory and legislative battles, including amending the Clean Air Act, telecommunications industry deregulation, health care reform, energy deregulation, financial market reform, and nationwide air and surface transportation issues. He has been called upon by both Democratic and Republican Administrations to lend his expertise and support to a host of major U.S. Government high priority initiatives. He currently serves as an advisor to the Administration on international transportation policy negotiations, the Federal Aviation Administration (FAA) and the National Aeronautics and Space Administration (NASA). For 10 years he served as Chairman of the Advisory Board for FAA's "Center of Excellence" aviation research effort - PARTNER (Partnership for Air Transportation Noise & Emissions Reduction) and a past member/subcommittee chair of the Executive Committee for the FAA's Aviation Rulemaking Advisory Committee.
McGrann has often been recognized as an effective advocate and has regularly received accolades from print and electronic media. The publication Politics in Minnesota said, "few people in Washington know their way around the maze like McGrann does". On a nationally syndicated CBS radio program, a commentator singled McGrann out for his efforts in helping secure $8.6 billion in disaster relief for Midwestern communities and he was recognized in the Washington, DC newspaper, The Hill for his "role in establishing communication between Congressional Representatives and flood-ravaged areas and local officials". He was also identified in the Journal of Law & Politics as a member of an elite group of Minnesota natives that are "among Washington insiders and wield considerable influence in Congress."
Mr. McGrann is a native of Watertown, South Dakota, a repeat graduate of the University of Saint Thomas, Saint Paul, Minnesota with B.A., M.A. and MBA degrees, and has completed post graduate studies at the Universita 'd Sacra Cuore in Milan, Italy.
